Jose Vicente B. Salazar’s career in the law profession spans decades of leadership in both the private and public sectors.

Mr. Salazar served as National President and Chairman of the Board of Governors of the Integrated Bar of the Philippines (IBP) for the term 2005 to 2007, the youngest lawyer to assume both roles in the organization’s history. In the government sector, he chaired the Energy Regulatory Commission (ERC) at a time when the country was stepping up its adoption of renewable power generation technologies and implementing measures to accelerate its bid for power supply sufficiency and reliability. He was likewise at the forefront of the public sector’s push for the implementation of reforms and innovative policies during his stint as Undersecretary of the Department of Justice (2007 to 2015).

While serving at the Department of Justice, Mr. Salazar led the country’s multi-agency task force against human trafficking during the critical period when the international community was intensifying the collaborative effort to put an end to this global scourge. Mr. Salazar’s role in this campaign earned plaudits for the Philippines from global organizations, as well as invaluable recognition from the US State Department.

In the international arena, Mr. Salazar led several Philippine panels in presenting and championing the country’s position in the discussions on the Visiting Forces Agreement (VFA) with the United States, on international trade agreements, arbitration and conciliation, climate change, defense cooperation, maritime affairs and electronic commerce.

At present, Mr. Salazar continues to spearhead the promotion of alternative dispute resolution in the country. This advocacy led to his designation as Philippine representative to the International Chamber of Commerce (ICC) Commission on Arbitration and ADR and the ICC Task Force on Climate Change-Related Disputes. He is an accredited arbitrator of the Construction Industry Arbitration Commission (CIAC), the Philippine Dispute Resolution Center, Inc. (PDRCI) and the Philippine International Center for Conflict Resolution (PICCR). He is a member of the Society of Construction Law (Singapore) and of the Singapore Institute of Arbitrators (SIArb).

Mr. Salazar earned his Bachelor of Science degree in Electrical Engineering from the University of the Philippines (Diliman) and obtained his Juris Doctor degree (Second Honors) from the Ateneo de Manila University School of Law. He also has a Master in Public Administration degree from Harvard University and a Master of Laws degree in International Corporate and Commercial Law (with Merit) from King’s College London (KCL).
